Most people keep several sets of chron gear because some are better for different things, for PVE the endgame gear is usually chronicle and or epic items depending on your class. You are expected to at least know the gimmicks of each room well enough to not wipe the party when doing hard, so you can practice on easy for a while if you're not confident enough.
Once you have 90 exo from equipping whatever shit that drops in medium you can start joining hard parties which is where set pieces drop.

Because medium doesn't drop set pieces, no one runs it more than they need to which is only about 1 full set of ov2 usually. Once you hit 40 exo you have to do the hardest part of ov: getting a party to run medium until you have 90 exo. You can run easy more than that if you want to learn the gimmicks and not fuck up in parties but 40 exo is the goal from running easy.
